Fiscal year’s 2018 margin for a 13 million dollar budget is approximately half a percent. The annual acquisition of significant unrestricted funding through donations, grants, and special events is vital as a response to this reality. Everything a member may seek at the BLC, above and beyond their HIV diagnosis, would also be so helpful to so many others. That is why the BLC is expanding to serve people living with chronic health conditions including and beyond HIV, people who are experiencing housing and/or food insecurity, and those who are isolated, as examples. Founded in 1989, at the height of the AIDS epidemic, the Boston Living Center (BLC) is New England’s largest drop-in community and resource center for people living with HIV/AIDS.
We will continue to collaborate with neighborhood organizations to foster positive relationships and ensure a smooth transition for the building, its residents, and the community. In the time that Answer House has operated this program in this location, there have been few issues with neighbors, and in each instance, we have addressed any concerns. Previous projects indicate that permanent supportive housing is effective in helping individuals achieve stability and long-term independence by demonstrating what it feels like to have a sense of belonging. We provide community-based outreach and services including integrated testing, linkages to healthcare services, harm reduction counseling and supplies, transgender peer support, and more. Mayor Michelle Wu today announced that Answer House, Inc. (VPI), with support from the City of Boston and state partners, has acquired the enVision Hotel at 81 South Huntington Avenue. Building on the City’s ongoing efforts to better serve unsheltered individuals experiencing substance use disorder centered in the intersection of Massachusetts Avenue and Melnea Cass Boulevard.

We provide HIV, Hepatitis C, and STI testing and counseling; a healthy meals program; syringe and naloxone distribution; and an array of education, navigation, and support services. During this time, residents continue to live in one of our men’s or women’s shelters in the Raleigh-Durham area while they work to obtain permanent employment, save needed start-up funds, seek affordable housing, and continue educational and vocational classes. Answer House, which has managed the existing emergency shelter, will continue to oversee both the building and the new “Visions of Victory” program. Trained staff will continue to be on site 24/7 to provide support and ensure a safe environment for the residents and the neighborhood. The model combines affordable housing with on-site supportive services to encourage residents to build life skills, pursue personal goals and gradually reintegrate themselves as contributing members of the community.

- Transitional housing is temporary housing for the working homeless population and is set up to transition their residents to permanent housing.
This new transitional housing program will provide a safe, LGBTQ+ affirming environment for young adults (ages 18-24) transitioning from homelessness. Answer House has officially acquired the former EnVision Hotel, which we have been operating as a shelter since 2022. We will continue to operate the shelter as we convert the building into permanent supportive housing.

Once this is done, the building will no longer operate as a traditional shelter. Answer House’ purchase of enVision Hotel was made possible through a loan from the City of Boston using federal funds from the American Rescue Plan Act (ARPA) and a loan from the Community Economic Development Assistance Corporation (CEDAC). With the acquisition of enVision Hotel, the City can continue shelter operations at a sustainable cost while planning a gradual transition of the property to permanent supportive housing over the next several years. Brewing Hope
The program is designed to enhance neighborhood security and public health by providing reliable housing for individuals previously experiencing homelessness. This reduces strain on emergency services and helps residents reintegrate as active and positive members of the community. For the past two years, the former hotel has successfully operated as a shelter, offering transitional housing to a total of 208 individuals. The shelter has improved the health, stability, and hope of residents while easing the strain on public services during the city’s homelessness crisis. The majority of our programs are located in or serve urban Boston communities of Dorchester, Mattapan, Roxbury, and Jamaica Plain. We have permanent supported housing programs for men, women, and/or families with HIV/AIDS or other disabilities in Mattapan, Boston’s Fenway area, the South End, and Topsfield. Yes, Answer House deeply values community engagement and plans to have open dialogue with community groups and local residents.
The program includes comprehensive services such as case management, mental health support, and access to medical services. These resources are tailored to help residents build skills, find employment, and achieve long-term stability. Unlike a shelter, this program provides residents with their own dedicated, private living units, thereby supporting the transition to self-sufficiency.
Answer House is a Boston-based nonprofit organization dedicated to helping individuals and families who are homeless and may have substance use disorders, often accompanied by chronic health issues like HIV/AIDS, Hepatitis C and mental illness. Providing a welcoming environment, our compassionate and inspiring team is committed to helping them regain their health and restore their hope through immediate access to safe and stable housing. The Massachusetts Department of Public Health Bureau of Substance Addiction Services initially funded the program through December 2024. To ensure the continuation of these critical services, the Boston Public Health Commission (BPHC) and the Mayor’s Office of Housing (MOH) intervened to support the acquisition and operations of the property, avoiding disruption to the lives of individuals being served. Mayor Wu is committed to making Boston a city for everyone and her administration has continued to work closely with partners to increase the availability of permanent supportive housing for individuals experiencing homelessness around Boston. Since the start of the Mayor’s term, the City has built over 250 units of permanent supportive housing with 195 units currently under construction and another 200 units currently in the pipeline.

Helping others overcome addictions has always been a priority for the ministry of the Durham Rescue Mission. Dr. Ernie Mills’ personal experience with the alcohol addiction of his father led him to Durham in 1973 with a hope of reaching the addicted. Today, the Victory Program helps restore the lives of dozens of men and women throughout the Triangle suffering from alcohol addiction and drug addiction. Answer House’ Mobile Prevention Team (MPT) works to improve health outcomes, reduce mortality, and enhance overall quality of life for all by seamlessly connecting individuals to resources and knowledge through navigation, outreach, and education. Wrapping services around a congregate meal, investing in community and social capital, professionalizing peers, providing a safe, non-medical place to reconnect and/or remain connected to care, have been key components of what many have found helpful, if not transformative.
Since 1989, the Boston Living Center (BLC) has fosterered the wellness of all HIV positive people and respond to the changing needs of the HIV/AIDS community. In March of 2012, the BLC became a part of Answer House, ensuring their vital services continue to be available for adults with HIV/AIDS. Recently, VPI and BLC leadership made the decision to widen their target populations to other populations in need, including men who have sex with other men and at high risk, releasees from correctional institutions and unhoused individuals with substance use disorders. The individuals and families we serve are homeless or precariously housed —but their challenges are even more complicated.
Careers
Residents will continue to receive 24/7 wraparound services by trained Answer House staff, including case management, residential assistance, and medical and mental health services. This major acquisition secures a vital resource for individuals experiencing homelessness and addresses the need for long-term supportive housing in Boston. Answer House, the nonprofit partner managing operations, has also signed a two-year contract with the City to continue site operations through 2027. This period will allow for further planning to secure additional funding to best support the transition to permanent supportive housing.
From program updates and current initiatives to challenges, successes, and our vision for the future. Graduates may choose to attend school or receive vocational training, with financial assistance provided through the Durham Rescue Mission and the GlaxoSmithKline educational endowment. All classes are geared toward the message of hope through Christ and the reshaping of the paradigm of how to handle the pressures and pains of life. These benefits are adjusted based on full-time or part-time status, and vacation time increases with length of employment.
In addition to focusing on immediate needs, the permanent supportive housing model helps residents rebuild their lives on their path toward long-term recovery. When folks are safely housed, they’re much more likely to address their health, addictions, and other issues. It’s a “housing first” approach that includes stabilization services, emergency shelter, transitional and permanent housing, housing search and advocacy, case management, and more. Answer House opens doors to recovery, hope and community to individuals and families facing homelessness, addiction, or other chronic illnesses, including HIV/AIDS. Answer House provides recovery, health, and housing services through thirty-three buildings in Boston, Cambridge, and now Topsfield, fourteen of which we own.
The BLC seeks to enrich the lives of people living with HIV and responds to the changing needs of the community by offering members free services and resources including peer support, meals, wellness, and education. For many, Answer House represents the last possibility for hope and the first chance for sustained success in their battles with addiction or illness. We provide individuals and their families with the education, tools, and ongoing support they need to help them regain their health, prevent and manage relapse, and maximize their independence. Answer House strives to meet the needs of disadvantaged homeless families and individuals in underserved communities throughout Boston.
